The Judicial Conduct Commission (the “Commission”) is not a court.

The Commission does not review whether a judge made correct legal decisions.

The Commission cannot change a decision made by a judge and cannot require a judge to change his or her decision.

The Commission cannot require that a different judge be assigned to hear the case you are concerned about.

Filing a complaint with the Commission will not result in any changes to decisions that have been made in the case you are concerned about and will not result in a different judge being assigned.
Instead, the Commission investigates whether judges have violated ethical rules. The ethical rules that judges must follow are called the Code of Judicial Conduct. A copy can be found here: https://legacy.utcourts.gov/rules/ucja.php#Chapter_12
A complaint filed with the Commission is not an appeal. If you want to have a judge’s decision reviewed by another court, and potentially changed, or to have a different judge assigned, you need to file the proper papers with the correct court. There are very strict deadlines for filing a notice of appeal so do not delay.
Complainants must accurately and completely identify themselves so that the Commission may contact them as necessary. The Commission does not have the authority to investigate anonymous or unidentifiable person complaints.
